I don’t know if this has been raised here, but the idea that Milton Friedman originally suggested about a voucher system, would likely help to solve these issues. I remember it was put on the ballot app. 20 years ago in Ca. and was defeated. I wouil suggest that everyone try to push legislation. Far more important than the majority of welfare programs.
