The concept of work and rest regarding Shabbos is best understood with the Maharal. He describes the notion of rest as the achievement of perfection, i.e. when a process is complete and the goal has been achieved, the process stops. But when the goal is not achieved, the process continues. Thus, when Hashem “rested” from all His “work” on Shabbos, it represents the completion of the process He started, i.e. creating the world, to perfection.
