ames, I very much disagree with your seatbelt comment.
If C’V that person gets into an accident, they can fly through the windshield and injury bystanders, and/or other drivers. Also, if there are other passengers in the car, this person can fly all over the inside of the car and injure the others. Wearing a seatbelt benefits everyone involved, not just yourself.
