When the guy uses a fake name, talks about himself in the third person, refuses to talk over the phone and insists on meeting only in very crowded places, is constatly looking over his shoulder during the meeting and only uses very noncommittal language, I have my doubts as to whether what he is doing is legal. Not to mention that the entire idea of wiping a ticket off the record sounds like funny business.
