Where, to whom, and how Appeal to MDA tochange policy???

I feel the MDA should be bombarded with criticism, and appeal that they revoke their policy of treating whoever is worst injured, even terrorists first. Treating them at all is a “Maaseh Chosid Shoteh”, and the public both here and in Eretz Yisroel needs to make themselves heard on this issue!!
