Basically, you are allowed to smoke in private and after chatzos on tisha b’av if you smoke frequently and it’ll be painful for you not to.

However, a very strong argument can be made that that was only true in the days of the MB when smoking was not known to be dangerous; but today, it is almost certainly always assur.
sushibagel: Some topics tend to make people fly off the handle, and irrelevant rants are a common effect. As you’ve apparently learned the hard way.

1. Pleasure
2. Hesach hada’as
As far as “1.” goes, if the purpose of smoking is more to avoid pain (i.e. I “need” a cigarette), I think you would be hard-pressed to find a viable issur on t’b at any time.
As far as “2.” goes it’s a question of degrees. Playing a game like candy crush on tb or watching many videos is imho worse than smoking. The rules of hesach hadas are for more lenient after chatzos. Smoking socially is worse than smoking privately. Everyone is always encouraged to maximize their aveilus through whatever means. One can make the argumnet that if smoking will help you sleep less in the afternoon, and you will therefore go to eg the chofetz chaim videos instead of sleeping (or worse), I’d think it is ok. The fact that this year was nidcheh could make all of the issurim a little less severe (or not). Those are my thoughts on the issue.
Also, “after chatzos” could also mean “after kinos”. See aruch hashulchan.

We know today that smoking is very harmful to your health.
I consider smokers to be stupid fools. There are many tools available to stop smoking.

I saw a psak of the Rabbanut Harashit in Israel concerning the topic of a Mamzer. A child was sick in hospital
and needed a blood transfusion. The father volonteered as a donor and after checking the results the doctors said that this could not be the father of this child. Now the question arises if this child is considered a Mamzer with all the consequences. The Rabbanut decided that medicine is a field which is developing all the time. What was considered the absolute truth 50 years ago was proved wrong and a new theory took its place and is now considered as a new absolute truth. If doctors say that the father cannot be parent of this child this represents todays sight of things. In the future a new theorie could be developed which could change the whole picture. We can therefore rely on the opinion of doctors ” lekula ” but not ”lechumra”. For this reason the child is not considered a Mamzer.
If doctors say smoking is detrimental to your health we cannot forbid smoking lehalacha because the proof of the danger of smoking cannot finally be decided.

Not only did it contain less tar and nicotine than cigarettes, but they were also smoked far less often. Setting up a pipe takes time and energy so even heavy smokers back then had a lot less health problems than modern mild smokers.

Halachically one may smoke on fast days. On Tisha Bโav one should not smoke. However if one is unfortunately addicted and it is very difficult for him to refrain, he may smoke after Chatzos and in privacy.

Unless you are engaged in really bad trolling, your comments about the “dangers of smoking cannot be decided” are bizarre. Any surgeon who does lung surgery would be more than happy to show you the tissue of a niftar where the residue of years of cigarette smoking are not subject to question. While there are certain areas of mortality/morbidity where causality is arguably still an open issue, smoking is NOT one of them and there is absolute certainty about its dangers. I can only assume that the so-called “tzadikim you saw smoking were sadly addicted and unable to control themselves OR have not seen a doctor in several decades and don’t read any newspaper or expose themselves to any media and are oblivious to the fact they are slowly killing themselves (and potentially those around them if they smoke at home).

Rav suggested the shomer pesaim defense. Then the doctor mentioned that it also dangerous for memory. Rav replied: I can not afford forgetting the Torah I learned, extinguished the cigarette and never smoke again.
