Do not know where you got that information. I have never heard of any Sephardi get married during the 3 weeks. There may be an engagements, but no music, of course.
During the 9 days, no meat. and for the other things like showering and laundry, Sephardim hold Sh’vuah Sha Hal Bo. Since Tisha B’Av falls on a Sunday, there is no week, this year. So it is permitted for Sephardim to shower, and do laundry this week.

The Ashkenazic custom is not to get married during the three weeks. [16] Among Sephardim, some have just the custom not to get married during the nine days (from Rosh Chodesh Av until Tisha BeAv) [17] and some have the custom not to get married the entire three weeks. [18]

Differences Between Ashkenazi and Sephardi Custom
There are a number of customs during the three weeks like like getting married, dancing, listening to music, haircuts, making the blessing of Shehechiyanu, etc. However, on a very fundamental level there is a difference of custom between Ashkenazi and Sefardi Jewry. Ashkenazim refrain from all of these practices starting from the 17th of Tammuz4). Sephardim do not refrain from any of them from the 17th of Tammuz5), rather they begin to refrain from certain things starting at Rosh Chodesh Av and certain things only during the week in which the 9th of Av falls out. We will discuss the exact details of the Sephardi custom ahead when we talk about the customs of the Nine Days.

I don’t know about Ashkenazim, but us Sephardim hold that this year, there is no Shavoua Shechal Bo, because the fast is on Sunday. I know there are people who are more stringent because is is Nidche, but my community and every Sephardic person I know hold that there is no Shavoua Shechal Bo this year.
Also, concerning weddings,I know that Chacham Ovadiah Z”TZL holds that one is allowed to get married during the 3 weeks, but our custom is not like that.

I checked the Tur and most Poskim endorse the view that there is no “shevua shechal bo” this year or any year when Tisha be’av falls on a sunday. The Tur does bring down a shitta who holds otherwise (the Semag-an Ashkenazi rishon) but the Shulchan Aruch does not record that shitta as halocho. BTW- this shitta will agree that when Tisha be’av is not a nidche and falls on sunday, there is no shevua shechal bo.
