Perhaps, with the new reading, Noah had faith in some of them to do Teshuva. That’s the reason for the mem. All he needed was a few to tip the scales.

My way of understanding it is that he thought it will work out in the end. He figured Hashem won’t pull through with the threat and He’ll scare them or work something out. This is similar to the way children often think of their parents’ wild threats. It’s not that they question their parents’ ability to turn around mid-trip. They just don’t envision it actually happening.

If you say that, then the present lashon is also a problem. Why does it say he was “from those who had little faith”? I don’t need to know about the others, just say that Noah had little faith. It should say something like ??? ????

You can read it in a different way that is chronologically correct. According to one Midrash, Hashen created 6 worlds before the present one. With that in mind read the passuk like this:
“Bara Shis” – [HE] created six [worlds]
“Bara Elokim et hashamyim v’et haaretz” [then] Hashem created the heaven and earth.
