What do people think about the concept of ayin raya, are we allowed to believe in such a thing?
what does it mean.
Some exist and some is made up. Those with legitimate sources we can believe in and those without sources are probably Assur to believe.
Where Chazal allowed to believe in it?
do you mean Ayin Hara (evil eye) if so, then yes, the gemara in Brachos says if you are afraid of it says a certain thing and it has no affect
coffee, Chazal usually call it Ayin Ra’ah.
Pirkei Avos says We must know and believe Ayin Ro’eh Ozen Shoma’as etc…

HaLeivi & tahini (OP); Yes. But there is a conceptual difference between “Raa” and “Raya”, which is in a different league, altogether.
Where the former signifies “Bad” or “Evil”, the latter means “Friend” (Female), “Companion”.;
I think one should be wary of Ayin Hara as the Talmud tells us that if you visit the cemetery, for every 100 people buried there, 99 people died as a result of Ayin Hara. However, one needs to take precautions the Jewish way and not by importing foreign practices such as chamsas, red strings, etc.

Ayin Horah means that if someone flaunts his fortune, or item of envy, in public, with full awareness that it potentially will cause jealousy, he can be wary that he will be subjegated to the evil effects of A.H.
That is another reason why it is so important to live modestly and simply. People who have the privilege to own expensive cars and beautiful homes should try even harder to be modest in public and try not to show off.
Some wear a red string bracelet to ward off A.H. I asked my LOR for the mekor for that and, after searching, he said it is mentioned in many seforim but couldn’t locate the source.
