How can someone send a shaila to a great posek that eventually makes it into his forthcoming ??”? Shailos U’Tshuvos sefer?
Can anyone submit a shaila to godol and expect a response? Which Gedolei Poskim today accept such shailos? Do the poskim only publish shailos in their sefer from esteemed people or rather they even may publish a shaila from the common man? How do the poskim select which shailos and teshuvos to publish?
Must it be in written format (i.e. vs. a telephone call shaila) in order for it to potentially make the ??”?? Do the ??”? sefer generally include name person the teshuva is being addressed to?

Did they have to write it twice, once for the inquirer and once for their own records (for future publication)?

I am, so far as I know, the result of an unpublished Igra. A second party asked Rav Moshe ztk’l on my behalf, and relayed the life altering answer. This was thirty seven years ago, and I don’t remember the turnaround time, it the issue was urgent. I am sort of comforted that my case is not out there in ‘bright lights”.

But yeah, there are a few that you would definitely classify as MO. Bnei Banim, BeMareh HaBazak, Melamed Leho’il, R’ Ezriel Hidesheimer, Sridei Eish, Kol Mevaser, Heichal Yitzchak (R’ Herzog), Yaskil Avdi, and probably more. Those are just off the top of my head.

Also, some tshuvos are unique to the particular case and could potentially be misapplied to a similar case. That could be disastrous. Such tshuvos would also not likely appear in print.

Neither is the Seridei Eish, who learnt in Mir and Slobodka and was more TIDE himself (which is very different than MO, being closer to Yeshivish as seen with RSRH’s Kehila KAJ is yeshivish affiliated and rabbinically led.) R’ Ezriel Hidesheimer, too, couldn’t be categorized as MO.

Quite right.
When I was young, I wondered why batei dinim didn’t publish transcripts of their choshen mishpat cases to be studied like other shailos u’tshuvos, even with names and locations altered or removed.
I eventually realized that identities could sometimes be discovered through the unique details of the cases.

This is what I thought::: Hundreds of hundreds of years ago, I thought the that it was common for one rabbi to write and send one person’s shaila to another rabbi to collaborate, at times. The teshuvos weren’t written for public access. They were written for rabbonim as a resource to help them posken. —Is that right?
When did us regular people have access to such answers? The internet makes it way easier. I know that Ohel Chabad has records of almost all of the Rebbe’s letters for people to read.
When did seforim of compiled teshuvos become available? To rabbinic authorities? To commoners?
