R’ Shlomo Zalman’s opinion is recorded in Halichos Shlomo, Moadim, 11th perek, 14. See however, Orchos Halacha 54, which clarifies that this heter should only be utilized in case of need.
The overall approach of R’ Shlomo Zalman zt”l seems to be that what determines whether music is permissible during sefirah is not whether it is instumental or vocal, but rather, the type of mood attached to it. Any music, even vocal, would seem to be prohibited if it’s the type associated with dancing. (I hope this answers StuffedCabbage’s question.)

Music is something I truly love, so it’s difficult giving it up. I’ll be resynching my Ipod, taking off the music and putting on more shiurim.

Lefi Rav Moshe, Concerts should not be attended either. Also, Rav Moshe (here) is discussing live music, not taped. IIRC, there is an opinion that a tape/CD/MP3 has a din of a Klei Zemer, and should not be used even for vocal music.
P.S. The issur brought in Mishna Berura is specificly Rikud (dancing) and music that would lead to it (493:3), which seems to back the opinion of RSZA. (And yes, the Chofetz Chaim had “classical” concerts during his day as well)

The words you quoted from R’ Moshe were badly botched up by OCR. The actual words, “??”? ????? ?? ???? ???? ????? ???? ??? ???? ??? ????” would imply that recorded instrumental music is ????. (I’m assuming that the radio he refers to was playing recorded music, or that even if it was live, being heard over the radio would have the same ??? as recorded music.

The source I quoted has R’ Moshe being machmir on music during the year, but acknowledging that there are those who are meikil. He states clearly, though, that it’s assur during sefirah, so I’m not sure why it would be a tzorich iyun.
If you could please do me a favor, ask your rav if R’ Moshe’s heter because of nervousness is written in a teshuvah or something heard al peh. (I’m not asking you to question the veracity of what your rav said, c”v, but it’s easier to apply the heter to a specific situation if one could see the wording.)

I’ve seen the opinion of one prominent posek that if the vocals are digitally manipulated to sound different than a human voice, it has, in fact, the status of instrumental music.
