Port casks are rarely used for scotch, they provide too much flavor.

So basically it’s completely muttar (I don’t know which Rishonim say this). It might be because wine can be 1/6 (that’s why blended scotch is ok) and also something about the flavor, I think.

R’ Teitz didn’t allow it and therefore R’ Moshe said that the community in which he is the Rov should not drink it. The whole back and forth was in a magazine some time back.
If you are really interested in all the details, you can try to track down some of R’ Teitz’s children or Talmidim and they will prob help you to find where it is.
Or simply look up the Teshuva.

(33b) it comes out that one may leave beer (and ?????? whiskey would be the same according to all the rishonim and perhaps even better ?”?) in a cask that previously held wine of a goy, and the mechaber (Y.D. 137:4) is mattir with all drinks.
