Syria Arming Hizbullah For Next Conflict With Israel


According to IDF Intelligence Corps Chief of Research Brigadier-General Yossi Beiditz, in his appearance before a session of the Knesset Foreign Affairs & Defense Committee, the confirmation of the recent delivery of Scud missiles to Hizbullah is nothing more than the “tip of the iceberg”.

He told committee members that Hizbullah is now armed with thousands of rockets and missiles possessing different ranges and properties, including solid fuel missiles which have longer rangers and are increasingly accurate. He added that Hizbullah in 2010 is different entirely from the Hizbullah known in 2006. Today, the terrorist army has the capability of launching long-range missile attacks against Israel from deeper inside Lebanon.

Nevertheless, he feels at present, Hizbullah is not seeking a military conflict with Israel, adding Hizbullah fears such a possibility but is preparing for such an eventuality nonetheless.

Regarding Iran, he reports the Tehran is amassing the necessary components to assemble a nuclear weapon, explaining in the past, Iran was limited technologically but today, the picture is a different one, depended on acquiring sufficient quantities of the required materials, nothing more.

Regarding Syria’s true intentions in reaching a peace agreement with Israel, military intelligence feels that Syria is interested, but on Damascus’ terms, which translates to a total unconditional Israeli retreat from the entire Golan Heights liberated in the June 1967 Six Day War.

Intelligence analysts feel Syria would be willing to modify its role among the Axis of Evil in return for an agreement, but al-Assad feels an agreement is not doable with the current Israeli administration so he is not engaging in confidence-building measures.

    Defensible Borders on the Golan Heights

    In the years 1999-2000, Israeli-Syrian negotiations reached the stage of discussion over details that included security arrangements intended to compensate Israel for the loss of the Golan Heights. When indirect Israeli-Syrian negotiations were renewed in 2008 under Turkish auspices, they were conducted under the assumption that there was a military solution that would compensate Israel for the loss of the Golan.

    The idea of security arrangements was intended to bridge the gap between conceding the Golan and creating a situation that would guarantee that in case of war, IDF forces could return to the place where they are currently stationed. The idea was based on the Golan being totally demilitarized, with the Syrian divisions moved back eastward to the region of Damascus and even further.

    This analysis demonstrates that Israel does not possess a plausible solution to its security needs without the Golan Heights. Not only was the “solution” proposed in the year 2000 implausible at the time, but changing circumstances, both strategic and operative, have rendered Israel’s forfeiture of the Golan today an even more reckless act.
