Tashlich is said until Yom Kippur and even until Hoshana Rabbah. The kulpik that the Rebbe is wearing shows that it was not Yom Tov or he would have been wearing his shtreimel.
Why don’t you get all the facts of what’s gone on before you start complaining about what people do. It comes under the heading of loshon hora & if no other time, try to stop before yom kippur (you never know it might be good for you)
