If they don’t have hard evidence of an ISIS connection, they wouldn’t want to jeopardize their case by citing it in the charging documents. They have some partial journal ramblings from him mentioning ISIS and could speculate that he contacted ISIS during his trips to Pakistan but a this point, they have enough hard evidence to charge him many times over. They can always amend the charges later when more information becomes available.
