Arrangements were made for members of the family from Brazil to enter the Israel Air Force base near Mitzpei Ramon for a hachnasas Sefer Torah for the Sefer Torah donated by the family. Talmidei yeshiva were also given entry passes to permit them to participate in the simcha and the philanthropist was also flipping the bill for a seuda that would follow the event for all the participants, military and civilian alike, at a price of over NIS 20,000. The arrangements were made by the rav on the air force base.
Less than 24 hours before the event, an order was received from Chief of Manpower branch Major-General Chaggai Tupolinsky canceling the event on the base. The decision was reversed after political pressure was applied inside and outside of the military. However, while Tupolinsky backed down from the original cancelation, he prohibited the traditional singing and dancing that accompanies a hachnasas Sefer Torah as well as the large seuda.
It is pointed out that since the donor family is in the midst of a mourning year, the arrangements did not include a music truck as is traditional in Israel, and the hachnasas Sefer Torah was going to be singing and dancing without musical accompaniment but relying on the voices of the talmidim.
The donor family from Brazil took part in a seuda following the hachnasas Sefer Torah, albeit in Dimona, not in the air force base. According to talmidei yeshiva who were present, Tupolinsky sent personnel to the event to make certain his instructions are adhered to.
It was explained that one may hold a “modest ceremony that includes walking a bit with the Torah in hand, but a large event with musical accompaniment is prohibited”. Manpower Branch personnel were instructed to video the event as to document it and any breach from Tupolinsky’s orders.

You know very well that the Satmar Rebbe urged his Chassidim to go out and work, not sit in kollels except for the very few who really belong there.
