A New York state senator has introduced a bill in honor of a slain police officer that would make it harder for career criminals to enter drug treatment as an alternative to jail time.
It was introduced by Sen. Martin Golden in response to last month’s shooting of New York Police Department Officer Randolph Holder.
The bill, dubbed Officer Randolph Holder’s Law, would bar anyone with two or more felony convictions from entering diversion programs.
The Daily News says the bill would require a district attorney to sign off on any diversion. It also would require the court to consider and make an on-the-record finding about an offender’s potential risk to the public.
The suspect in Holder’s killing was allowed into a diversion program despite a long arrest record.

I Work in the Jail Inmate Howard was in before being released to a drug program almost a year ago he was on the run the complete time.Inmate Howard is the shooter of Officer Randolph Holder actually the Inmate had twenty five arrests he should of never been allowed to enter a plea for a program with his record he additionally been in state custody and had multiple felony convictions. I have worked in drug treatment 30 years and the NYC Department of Corrections. Years ago he would never been considered for a program today all that has changed sadly a Police Officer is dead because we turn our backs on justice and look for the easy way out in the criminal justice system there are no easy answers to this but Inmate Howard has never shown any remorse or true commitment to change his record speaks for itself Officer Holder 33 years old we are truly sorry rest in peace.
