Council To Vote On Passenger ‘Bill Of Rights’


livery.jpgThe City Council will vote today on legislation that would make it easier for passengers who use livery cabs to know their rights.

City Council Speaker Christine Quinn joined other council members and livery cab drivers on Tuesday for an outline of the bill.

Some of the key points include requiring drivers to post the condition of the car, and its inspections records. The driver would also have to give passengers a pre-approved fare issued by the dispatcher.

“We learned that when you get into one of these cars there is absolutely no indication of city regulation in any way and we thought that New Yorkers needed to know that this is regulated by the New York City Taxi Commission and there are rights with every trip and we wanted to make sure that those rights are enforced and they had somewhere to complain if something went wrong,” said City Councilman Daniel Garodnick.

“I have to give the service, of course, the service includes everything. You know, includes everything air conditioner, seat belt, a price like the yellow cab,” said Luis Felix, a Livery cab driver.

The passenger “Bill of Rights” was created after council members received complaints about the conduct of some drivers.
