New York Gov. Andrew Cuomo says he won’t sign a budget for the state this year that doesn’t include an ethics plan for legislators.
Cuomo spoke Monday about ethics in government at New York university’s law school.
His declaration comes as Sheldon Silver is expected to step down as leader of the New York state Assembly after 21 years following his arrest on federal corruption charges.
Cuomo outlined several changes he thinks should take place, including full disclosure of all outside income for legislators and where it’s coming from.
Cuomo says the changes are necessary to keep the public trust in government.

How about an ethics plan for Cuomo? He shut down the Moreland Commission just as it was getting close to his cronies.
