Israel Public Sector Salary Report: It Pays to Be a Doctor


surgWith the release of the public sector salary report by the treasury, many are surprised and angered over learning of the salaries of some of the doctors working in the state’s public sector hospitals. The report addresses salaries in the public sector in 2013. Of the 100 top paid public sector employees, doctors fill 87 of the slots.

Of the top ten, the highest paid employees, Clalit HMO physicians hold nine spots. One physician who heads a southern region clinic leads the list, earning 124,375 NIS monthly. An ophthalmologist ranks second with a monthly income of 115,000 NIS, and third place goes to a vascular surgeon at Soroka Medical Center (which is run by the Clalit HMO) with close to 113,000 NIS. The director of a Clalit clinic is in fourth place with 111,000 NIS. The only non-physician in the top ten earners is the CEO of Israel Aircraft Industries, Yossi Weiss, earning 108,115 NIS.

Israel Police Chief Yochanan Danino earns 85,100 NIS monthly, and IDF Chief of Staff Lt.-Gen. Benny Gantz 81,600 NIS. The Executive Director of Israel Electric Company earns 98,900 NIS and the CEO 96,400.

Regarding longshoremen, leading officials in the Port of Haifa earn 79,700 NIS, 78,700, and 75,600 NIS. At the Port of Ashdod the top salaries are 69,000 NIS, 63,500 NIS, and 61,200 NIS.

The report states the public sector employs 441,000 people and their collective salaries in 2013 amounted to 128.43 billion NIS. This sum does not include the Defense Ministry, which has its own impressive figures.

The report documented large differentials between public sector employees and manpower agency employees serving public sector agencies. The manpower employees average 6,247 NIS monthly some 2,743 NIS less than the employees who earn 8990 NIS. Persons hired for janitorial services earn even less, 5,243 NIS. The differential between veteran employees in universities, hospitals and government agencies are even greater.

7. A unit head in a Clalit hospital: 109,112

8. CEO of Israel Aircraft Industries Yossi Weiss: 108,115

9. A Clalit gynecologist: 106,153

10. A Clalit expert in emergency medicine: 105,375

  1. That would probably be the case in the United States (okay, athletic coaches and university presidents are best paid among civil servants, but doctors would come right after that). Those professions that earn more than doctors tend not to be found among the civil service.

Mr Akuperma, here is the definition of a civil servant, and I quote: “The term civil service can refer to either a branch of governmental service in which individuals are employed (hired) on the basis of professional merit as proven by competitive examinations; or the body of employees in any government agency apart from the military, which is a separate extension of any national government. A civil servant or public servant is a person in the public sector employed for a government department or agency.” Please explain how athletic coaches and University presidents are civil servants. Because if you wanna sound ejumacated, you gotta be prepared to back up your comments. Israeli govt pays salaries to Klalit and other doctors who are indeed salaried civil workers. That is the nature of the largely socialist style medical system. Actually these are surprisingly high salaries,but as you can see, they are going to the top specialists and the department heads…and good for the doctors. As close to incentivizing people to rise in their professions as you can get in that system.The ones who work in hospitals (and tend to strike on a regular basis) can only dream of such salaries.
