According to a report in The Marker, Modi’in Illit City Hall is rated among the top ten wealthiest municipalities after closing 2012 with a budgetary surplus in the millions of shekels. This is in sharp contrast with the Central Bureau of Statistics report ranking the city as among the poorest in the nation.
Other cities closing the year with a budgetary surplus include Herzliya (52.1 million NIS), Rishon L’Tzion (50.5 million NIS), Ashdod (28.3 million NIS), Ramat Gan (25.5 million NIS), Arrarah (12.9 million NIS), Carmiel (11.6 million NIS), Nesher Tel Chanan (9.4 million NIS), Modi’in Illit (7.5 million NIS), and Ivlin (6.8 million NIS).
On the other side of the coin there are the top ten municipalities with budgetary deficits. Tel Avi (470.7 million NIS), Jerusalem (265.1 million NIS), Petach Tikvah (177.5 million NIS), Beersheva (156 million NIS), Tiveria (147.5 million NIS), Rehovot (131.3 million NIS), Hadera (100.9 million NIS), Givatayim (100.7 million NIS), Majd el-Krum (98.1 million NIS), and Bat Yam (93.5 million NIS).

I believe you made a translation mistake. A “City Hall” is an office building. More likely they are refering to the municipal government, indicating that they are living within their humble means, unlike many more affluent places.
