Prime Minister Binyamin Netanyahu left for Japan for an official state visit accompanied by his wife Mrs. Sara Netanyahu. The focus of the visit will be to advance economic ties between the countries, especially in water preservation, cyber, alternative energy and bio technologies. The couple’s sons Yair and Avner are accompanying them as well.

It’s not a state visit because the PM isn’t the head of state. If Peres were going it would be a state visit.
Sorry to inform you the pm is the head of state in isreal the president is only a ceremonial position thought Peres has over stepped his bounds
