The earth is tilted on its axis, so during the winter the sun is lower in the sky and shines on earth on a shallower angle, spreading its light over a greater area and less heat hits any given spot. Also days are shorter and there is less time for Earth to heat up during the day.
During summer, the sun is higher in the sky, shines at a steeper angle and days are longer.
