The women were rewarded with Rosh Chodesh because they valued their jewelry less than the value of the mishkan and were willing to sacrifice it but when it came to the eigel, the golden calf they refused.
They realized that Hashem is mashgiach, has supervision over them as reflected by Rosh Chodesh, the monthly renewal and that cannot be replaced with the symbolism of the eigel. They found a greater catch.
