If I recall correctly, much of the early COVID pandemic response was based on the last major outbreak of SARS in 2004 which originated from Wuhan and spread to American via air travelers. The “six feet” rule was based on the fact that all the passengers who were infected on the plane were within six feet of someone with SARS.
