Had the issue when I was a בחור. Did not have room in my carryon, figured Id have my טלית and תפילין as a personal item. Stewardess came along, the flight was fully booked, and they needed every bit of space in the overhead compartment. Tried putting it on my lap, was told it had to go under the seat for safety reasons.
So I out it under the seat in front of me. Wasnt comfortable doing it, but understood that a) the תפלין weren’t directly on the floor b) Hadnt placed it there ti be disrespectful, but in order to place them in an appropriate place. c) that I’d tried to place a personal items in the overhead compartment that is really for carry on luggage.
Since then I’d always leave room in my carryon for my טלית and תפילין.
