Badatz Machzikei Hadas/Belz in Eretz Yisrael is calling on its tzibur to begin reciting the tefilla of Aneinu in Shmona Esrei in light of the fact that we are well into Kislev and there hasn’t been appreciable rainfall.
The badatz’s kol korei cites Meseches Taanis regarding the arrival of Kislev and the absence of rainfall.
The badatz instructs followers to begin reciting the special tefilla in Shema Koleinu.

But kislev started extremely early this year as opposed to when it will begin next year and will fall out approximately 1 month later in the gregorian calendar in 3 years (after 2 leap years in the next 3 years)- the gregorian calendar is the one thats aligned with the sun and therefore with the seasons. Usually rains dont begin in Eretz Yisrael in earnest until the end of November anyway with the heaviest percipitation not until Jan / Feb.
