There is a woman who aggressively seeks tzedukkah on Fridays outside the grocery store in my neighborhood, and many other woman seeking tzedukkah non-aggressively. When I give to someone other than the agressive woman, she tells me that the one I gave to is not Jewish. Sometimes this is correct, but sometimes it is not, but the aggressive woman always says it. Is she in breach of halachah? She has a letter from a rabbi authorizing her to collect tzedukkah. Should I tell that rabbi about this?
