I doubt Trump will resign. I also doubt Pence will have him removed. Any agreement for Trump to leave office will probably be based on Trump and his associates being pardoned. As far as impeachmrnt is concerned Trump has a little over a week left and it’s doubtful he can be impeached in such a short time.
As far as state prosecution it is doubtful once Trump leaves office they will go through with it. Many states need Federal funding and although the Democrats control both houses of Congress it’s 50 50 in the Senate and the Democrats have only 5 more seats in the House of Representatives, which will make it very easy for the Republicans to hold up funding for those states.
