Under the race choices presented by the Decennial Census (an arm of the Trump Executive Branch of Government.
A person such as Harris could legitimately answer race choice as Black-African American (if she so identifies) and answer the follow up question. National Origin? African, Jamaican, etc. and choose Jamaican.
Alternatively, she could have answered as Asian, with follow up as Indian.
Or…………………
She could have chosen none of the Races listed and chosen, other and entered Mixed.
The US Government allows its residents to self identify race. This isn’t Nazi Germany, or South Africa under Apartheid, where the Government decides race and puts it in your ID papers.
