Trump is not credible. He never was. He always makes it up as he goes along. Everybody who knows him understands that he exaggerates. Why would you believe he is following a strategy? I doubt he ever has counsel on these allegations. Counsel is for solving his legal troubles.
It is puzzling to me, that somebody who was in the public eye for so long should be so misrepresented by both his supporters and his detractors.
