The “C+” rating was given to its results in the 2010 midterm elections. That does not reflect the actual polling organization. As example, in 2004 and 2008 its polling was highly accurate. The organization simply uses a different system which, for reasons I cannot find explained, favours Republicans by while traditional polling favours Democrats. It uses “likely voters” (those who express a strong desire/commitment to actual vote) in contrast to traditional polling which uses “registered voters” (which by its nature is skewed by those who don’t bother to vote).
