The US gave automatic citizenship to all residents of annexed territory eight times in the 19th century — even when they had been fighting the Uae just months earlier. There are lots of other examples. An annexation that does not grant the Arabs citizenship and voting rights is not annexation. That is why neither East Jerusalem nor the Golan are part of Medinat Yisrael.
