The Obama administration had H1N1 in 2009, Ebola in 2014, and Zika in 2016. They more or less did the job. The feds today, have completely backed away from this pandemic and told the States to deal with it. Nobody saw the U. S. getting hit so hard. This thread started about The President ignoring the reality on the ground. If you want to transfer power back to the States, then keep on supporting Trump. There is no reason to lie about the pandemic. This is clearly not something he ever intended to deal with.
