800 housing units have been approved in Modi’in Illit by the Civil Administration’s High Building Committee, apparently the result of years of work by Mayor Rav Yaakov Gutterman with former Defense Minister Ehud Barak. Barak signed the necessary approval for the apartments in January 2013. Gutterman continues his efforts with current Defense Minister Moshe Ya’alon, who also approved adjoining areas for public buildings, a commercial area, green area, and business area to provide additional employment to residents.
The 800 units will be built east of the Brachfeld community, near Abaya and Rava Streets, with the community to be called Kiryat Elimelech in memory of one of the father of one of the promoters of the project, R’ Elimelech Gavriel (Mike) Tress ZT”L, who headed Agudas Yisrael in the United States during the Holocaust years, one who saved thousands from the Nazi atrocity.

The street name Rava & Shmuel Street seems to be in error as this is the western border of Brachfeld and expansion east of it would be into areas that are basically fully developed. The eastern border is Hillel & Shamai Street, and to its east is a hill in which a certain amount of ground leveling has occurred. see map at link
