I dont think the issue is people who are not halachically jews, the issue is people cannot PROVE they are jews
You really have to take people’s word they are jewish, especially people from not charedi (In charedi communities, everyone sort of knows everyone are knows someone who knows someone) communities where people sort of come and go or whose familes might have been in the US before World war 1
