With all due respect, not all Sephardim follow Yalkut Yosef. There ARE instances when a bracha is recited over a Talit katan. Regarding Talit Gadol, the custom is to wear it at Bar Mitzvah. And NO COVERING HEAD. Only Talmidei Chachamim did that. If a lay person did it, it’s a sign of arrogance.
