The Likud Party and the United Right-Wing (Bayit Yehudi/Ichud Leumi) party are formulating a far-reaching document that will fundamentally change the relationship between the Israeli authorities by means of 16 steps, with the goal of restoring governance, Yisrael Hayom political commentator Matti Tuchfeld reports on Monday morning.

This involves the political immunity bill and limiting the authority of the Supreme Court so it will not be able to disqualify laws. In addition, if passed, the government will appoint the judges, and the attorney general will not be able to neutralize the cabinet minister or file legal proceedings against the government. According to the report, Netanyahu has yet to approve all the clauses.

Another section of the new proposal deals with the authority of legal counsel to government ministries. According to the proposal, it will be determined that the position of legal advisor to a government ministry will serve as a trustee, by the minister in charge of the ministry.

These days, according to the report, the coalition negotiating teams discussed a far more far-reaching proposal, which, if approved, would completely transform the existing order and bring about a dramatic change in the charged issue.

The document – compiled by the United Right-Wing party and which has been discussed in the last few days between its representatives and the Likud negotiating team – lists no less than 16 articles that will regulate the issue, under the heading “Governance and Law.”

It is believed that most of the clauses will be approved, and that additional clauses may be drafted as requested by the Likud. Representative of the United Right-Wing, MK Bezalel Smotrich, and Likud representative Yariv Levin held several meetings on the subject.

The Likud intends to submit a detailed document as an appendix to the coalition agreements with all the coalition parties and obligate them to support the entire documents. The final document is being drafted, and Prime Minister Binyamin Netanyahu has yet to approve all of its components.

In addition, the Bayit Yehudi party wants to expand the Norwegian law to allow two ministers from each party to resign in order to bring in new MKs, and to amend the Immunity Law.

The Norwegian law permits a cabinet minister to resign from the Knesset and remain on the cabinet. This permits the next persons on the party list to enter the Knesset as MKs.
