It what may be a frightening new standard, security personnel at Tel Aviv’s Dizengoff Center prohibited a chareidi male from entering, fearing he will begin approaching males to ask them to put on tefilin.
The male stopped at a mall entrance explained to the guards “I never in my life asked someone to put on tefilin and this is not my intention here. I simply want to visit the mall and I happen to have my tefilin with me. If you see me trying to put tefilin on anyone then throw me out.”
The guards explained “these are our orders. We cannot permit you to enter. If you wish, go up to the office of the head of security and let him permit you to enter. That is what we can do.”

I happened to work in an office across from the mall and was attempting to buy a gift for my wife.
We harass soldiers and women on buses, what can we expect them to do in return? This is our own doing.

If I’m not mistaken it is only Chabad that puts tfillin on fraay yidden in malls. Please say it as it is “Chabad male barred from entering…” not Chareidi.
23 is right, it is only Chabadnikim that do this and 16, they don’t worry about washing. Maybe a Chabadnik would like to explain why.
