Because if that were the case the report would have said so. But that’s not the point. The point is that you <b>falsely</b> claimed that it did say so, when anyone can see that it didn’t. You also falsely portrayed this as a statement or position of the US Dept of Health, when in fact it is no more than a statement by two authors, either of their unsupported impression of what happens in the world, or (more likely) of what they found at one chain of clinics over the course of 41 months.
