Israel Police Complete Investigation Into ‘Case 3000’ & Recommend Criminal Indictments Against Six Of The Suspects


The Israel Police has completed its investigation into Case 3000, which has to do with allegations of criminal activities connected to the Israel Navy acquiring submarines from a German manufacturer, Thyssenkrupp. The case involves possible conflict of interests regarding the $2 billion submarine deal. Police are recommending criminal indictments against six persons.

Brig.-Gen. (Res.) Avriel Bar Yosef – During the relevant period he served as the director of the Knesset Foreign Affairs & Defense Committee and later served as Deputy Head of the National Security Council.

It is suspected that it was Yosef who suggested that Ganor help him become the representative of the German corporation in Barkat’s place; Helped and pushed for his appointment in the face of security and government officials; And acted within the framework of his duties during the relevant period to promote the procurement of vessels; With a request to receive Ganor’s proceeds as a result of the agents’ fees he received from the company, whether directly or through his associate Brigadier-General (Res.) Shaike Brosh, or in other ways.

Brig.-General (Res.) Shai (Shaike) Brosh, a close associate and close friend of Bar Yosef, served as a private businessman during the relevant period, when it was suspected that he had been “intentionally” introduced by Bar Yosef as a mediator between Bar Yosef and Ganor during the course of a transaction for the purchase of the vessel, in order to blur the shady connection between the two. Subsequently, it is suspected that Ganor and Brosh signed a fictitious consulting agreement in the amount of € 120,000, which was intended to cover the transfer of bribe money.

There are numerous other suspects, who were investigated in the case. Upon conclusion of the investigation, the position of the Israel Police is that this case has a prima facie evidentiary basis as follows:

• Brigadier-General (res.) Avriel Bar-Yosef – An evidentiary infrastructure has been formed to commit bribery, fraud and breach of trust and conspiring to commit a crime.

• Brigadier-General (Res.) Shai (Shaike) Brosh – An evidentiary infrastructure has been formed to commit bribery, fraud and breach of trust, conspiracy to commit a crime, illegal invoicing and money laundering offenses.

• Admiral (res.) Eliezer (Mari) Marom, a former IDF Navy Commander – An evidentiary infrastructure has been formed for bribery, fraud and breach of trust, conspiring to commit a crime, money laundering and VAT offenses.

• Attorney David Shimron, PM Netanyahu’s attorney – An evidentiary infrastructure has been formed to commit bribery offenses (“kickbacks”) with regard to his relationship with Ganor, and offenses of receiving fraudulently under aggravated circumstances and money laundering in connection with his involvement in the Credit Suisse affair.

• Former Minister and Chairman of Keren HaYesod Eliezer (Modi) Zandberg – An evidentiary infrastructure has been formed to commit bribery, fraud and breach of trust and illegal invoicing.

• David Sharan – Evidentiary infrastructure has been formed to commit bribery, fraud and breach of trust, conspiring to commit a crime, money laundering and offenses under the Parties and Elections Financing Law.

• Attorney Yitzhak Molcho – there was insufficient evidentiary infrastructure for committing offenses.

As part of the investigation, a sufficient evidentiary infrastructure was established to establish suspicions against other persons involved in the affair, including private businessmen who do not hold public office.

During the conduct of the investigation and the collection of the evidence, deficiencies were discovered regarding administrative arrangements among various entities, vis-à-vis business and private entities in all matters relating to the security and strategic acquisition of the State of Israel.

These deficiencies require the production of insights and lessons learned by the competent authorities, in order to improve and streamline the security procurement procedures in the State of Israel and protect them from foreign interests and improper influences from a forward-looking perspective. The police intend to contact the relevant authorities and bring them to these same conclusions.

Despite all the media hype surrounding the probe, PM Netanyahu is not listed among those who police recommend filing a criminal indictment.
