To actually answer your question
I use Halacha as a guide. Risk assessment exists in halacha. And the level of risk involved in shooting off fireworks is minimal in the eyes of Halacha and therefore it is muttar to shoot them off. So why should I support more laws that criminalize patriotic Americans?
