Jerusalem City Hall is embarking on a pilot project to revamp peddler’s wagons in the city. The prototype being tested includes refrigeration, freezer, battery, wagon lighting, trash receptacle and a fire extinguisher. The city hopes to upgrade the carts seen around the city today, investing 725,000 NIS in the project.
Mayor Nir Barkat feels the move is essential from a number of aspects, including the city’s image; public safety and uniformity towards adding to the changing more pleasant look seen in the capital.

and the city will pay for this – or is this an attempt to put the peddlars out of busieness by limiting peddling to those with sufficient capital to purchase high-tech carts
Be honest, Nir Barkat is the candidate of the elites. He doesn’t like the non-elites (BTW, by definition, hareidim are also non-elites, even if they don’t run carts). He wants big corporations (very elite, and BTW, very secular) to run things.
