Shas leader Eli Yishai told Channel 10 TV News moments ago that he thanks Maran for the election victory, sidestepping a question if Deri assisted the party, which earned more than polls predicted.
Yishai stated “It is now clear that no coalition government will be established without the inclusion of Shas.”
When asked “Will you sit in a coalition with Yair Lapid”, Yishai stated “yes, for sure”.

The numbers suggest otherwise. A secular center coalition can easily exclude the hareidim, and even exclude Yisrael Beiteinu. That means the Netanyahu can offer the hareidi parties very little and still get there support, since he can turn around and recruit secular parties (one of whom will give him a blank check in return for conscription of all 18-21 yeshiva students).
Likud did poorly, but since the opposition is balanced, he controls the center and make “take it or leave it offers”. Shas and United Torah Judaism have almost no bargaining power and will need to be very modest in their demands.

Lapid has social demands that go contrary to Bibi’s economic outlook and his foreign policy is to the Right of Bibi’s also.
#1 On the contrary, Shas and Yahadut Hatorah have plenty of bargaining power. 18 seats of bargaining power to be exact. Even if Bibi does get Yesh Atid in tow (and that’s not necessarily a given) he’ll need the 18 seats of the hareidim for the simple reason that he can’t afford to bring Bayit Yehudi into coalition.
It’ll be much more difficult to reconcile the differences between Shas/UTJ and Yesh Atid, but Bibi will be under international pressure (particularly from Obama) to do so for the sake of continuing the 2 state solution farce.
A compromise will no doubt be reached vis enlistment. At 18 (Shas/UTJ) to 19 (Yesh Atid) seats they are equal in power and no doubt will come to an arrangement such as more progressive enlistment instead of the silly and unworkable blanket recruitment laws.
THey dont need Shas and their 11 seat party. The coalition, if it gets off the ground, might not last long anyways.
As long as Shas agrees to banning boys 18-21 from learning full time in yeshiva and agrees to their conscription, there is no reason Shas won’t be in the government – however they shouldn’t expect much patronage.

Shas and Yahadut Hatorah have an agreement that one will not enter coalition without the other, so it’s actually a hareidi block of 18 seats. That’s very desirable for a PM wanting a large enough majority to keep the government from folding before he gets his economic plans set.
