The Knesset on Monday, the eve of 23 Iyar, passed a bill in its final readings, making it law, referring to parking and blocking another vehicle.
The bill was sponsored by MK Michael Malchieli and other MKS, to amend the Traffic Ordinance.
The bill proposes that parking in a manner that blocks another vehicle or area alongside a parking space for the disabled in a way that does not allow a disabled person to enter or leave a disabled vehicle, both in parking spaces used by the public and in privately owned parking spaces, will be a criminal offense, and as a result, police will have authority to intervene. The bill received 45 votes in favor without opponents.
It is also proposed to authorize the Minister of Transport, with the approval of the Economics Committee of the Knesset, to enact regulations regarding the prohibition of parking in a private parking place.
In the explanatory notes it is written: “The existing traffic arrangements regulate the movement of the vehicle, parking and pedestrians’ traffic. Therefore, according to the provisions of the law, there is no clear enforcement authority for municipal police officers and inspectors in parking lots in common buildings in a manner that is not safe, which may endanger the pedestrians or passenger vehicle.
Therefore, it is proposed to make it clear that parking in the parking lot contrary to traffic arrangements, in a manner that restricts or prevents the passage of vehicles in a manner that is not safe, is an offense and the police officer will have enforcement powers already established in the law.”
