In his battle against Chilul Shabbos, Mekubal HaRav Dov Kook of Tiveria warns that kashrus organizations in Israel are stringent regarding many chumros on the one hand but cause a great deal of Chilul Shabbos on the other.
Rav Kook, a nephew of Maran HaRav Chaim Kanievsky Shlita, warns that many of the plastic containers in which the foods are packaged are manufactured on Shabbos, in factories employing Jews. The rav acknowledges that according to Shulchan Aruch they are not responsible, but in actuality, he feels, the so-called badatz hechsherim are the cause of much Chilul Shabbos.
He feels if the badatz or other hechsherim cease to rely on the ‘heterim’ given to factories to operate on Shabbos, there would be a sharp decline in Chilul Shabbos. He states regarding the food, there are chumros without end, even pertaining to matters that are Dirabonan, not Torah obligations, citing kitnios as an example, but when it comes to the vessels, they are manufactured on Shabbos.
Rav Kook calls on all hechsherim to reject containers made on Shabbos towards eliminating this Chilul Shabbos that goes on weekly in so many places R”L.

So explain how did he “cause” it.
He is a son-in-law, by the way, of Rav Elyashiv ztzvk”l (brother-in-law of Rav Chaim Kanievsky and Rav Yitzchok Zilberstein.
He is the son in law of Rav Yitzchak Ziberstein.
Rav Chaim is his uncle, not brother in law.
His father is BIL to Rav Chaim
If the food factories didn’t need the plastic containers, then people would not work on Shabbos, has ve sholom to make them.
