Try to make it so that not only is it accepted for all balabatim to have a night seder, try to make it be that those who don’t are the exception. Having a kehila that is based on Torah really seems to be the only way to go. I would probably say that to do something like this it would have to start with the rabbanim pushing for it after speaking to a sizable portion of their kehila first, as well as having a well-stocked beis medresh, but I don’t have any concrete ideas for how to do this exactly.
