Do Yidden in Eretz Yisroel on Yom Kippur and Pesach say L’shana Haba’ah B’Yerushalayim? Does it matter whether they are in Yerushalayim itself or elsewhere in Eretz Yisroel? Does it matter if they’re outside the halachic boundaries of Yerushalayim but within the Israeli municipality of Jerusalem (or outside the halachic boundaries of Eretz Yisroel but within the State of Israel)? Does it matter whether they are a resident or a visitor?

May we all do teshuva together as one loving nation very soon so mashiach can come already

Even people who live in E”Y and Yerushalayim want to see the Beis Hamikdash rebuilt and the shechina return, and are in galus until that happens, so the tefilla is still just as appropriate as it is in Chutz Laaretz.

At least they’re not off to Boiberik , Lake Titicaca, Biyalistock and such , spending fortunes & helping the economies of some Jew hating countries. There’s a better chance that at Shefoch Chamoscho, when they open the fancy doors of the Plaza, that Eliyahu Hanavi will REALLY show up and give the 3 days notice. At least they’re aiding & abetting parnassas for Jews.
