According to Globes, Israel’s telephone company, Bezeq, is likely to finance incoming calls to “Kol Hadaf”, a telephone service of daily Torah lessons. Under a pending compromise between the company, and the Ministries of Finance and Communications, their services will receive a toll-free (1-800) numbers and Bezeq will finance the cost of the calls to them.
Since 1985, Kol Hadaf have enjoyed reduced rates because the bulk of their activity is by telephone. They pay a maximum of NIS 0.42 per call, regardless of its length.
The regulations granting this discount expired a few days ago, and since the beginning of February, the two NPOs have been paying the regular Bezeq rates.

I think what #1 was referring to was that over the years bezeq was never particularly friendly to Torah. Remember years ago when a religious person had to wait many long months for the privilege of getting telephone service installed.
