Former Israeli ambassador to the US, today a MK in the Kulanu party, Dr. Michael Oren, is calling on a change of policy when it comes to law enforcement and the IDF stopping a terrorist. Using Twitter to get his message out, Oren says a terrorist “should not be neutralized” but soldiers should “Shoot to kill”.
His message was prompted by the fact the terrorist who murdered members of the Solomon family in N’vei Tzuf was not killed, but got to “sit and laugh” in the courtroom instead.
Israel must change the IDF’s open-fire orders. Omar al-Ubeid was supposedly “neutralized” after murdering three innocent Israelis but today sat healthy and smiling in court. Soldiers who catch terrorists while carrying out attacks must be ordered to shoot to kill not neutralize.

Soldiers responding to terror attacks cannot determine if terrorists are neutralized, as the current open-fire order states. Soldiers are not doctors. But they must ensure that the terrorists pose no further threat. Though “neutralized,” Al-Obeid attacked the medics treating him.

I’d prefer “shoot to permanently cripple, mark and demoralize”.
It’s not that I don’t want them dead. It’s just that they’re much more valuable and useful alive. First off, dead terrorists cannot be forced to reveal intel. Also, just imagine the diverse range of powerful effects it would have to circulate images of dozens (hundreds?) of permanently immobilized, sterilized terrorists, rotting in wheelchairs, wearing “I love IDF” t-shirts.
